The Strategic Plan for Integrated Conservation and Planning of the Central Area of Vitória, part of the Urban Redevelopment and Citizen Security Program of Vitória, aimed to propose policies, projects, and actions for an intervention area of 335 hectares, encompassing 14 neighborhoods and an estimated population of 32,000 inhabitants. The goal was to promote the demographic densification of the central region, currently underutilized, and to indicate pathways for local housing and qualification, ensuring adequate development of the region while respecting its historical, cultural, landscape, and environmental values, as well as existing infrastructure.
The proposal considers different scales (local, municipal, and intermunicipal) and highlights the following factors: intra-urban specificities and potentialities; historical, cultural, environmental, and landscape heritage; priority for pedestrians; promotion and revitalization of the local economy and culture; creation of more housing options (preferably adapting existing properties); and boosting the economy with new productive arrangements. and the promotion of new urban dynamics and connections.

The project was structured in six stages: Work Planning and Methodology, Diagnosis and Integrated Analyses, Territorial Structuring Plan (PET), Urban Intervention Project (PIU), Pilot Project, and Monitoring System.
To ensure the participation and engagement of the community and stakeholders in the central area of Vitória, several participatory events were held throughout the process to present the results to the public, validate the developed proposals, and select, together with the participants, the areas to be included in the following stages. Additionally, a Collaborative Digital Platform was developed, aimed at dissemination, integration, and coordination with internal and external stakeholders.
